It is my pleasure as the Research Reactors Division (RRD) director to welcome you to the
RRD external web site. Our mission is safe, reliable, predictable, and efficient HFIR operation to support ORNL's neutron science mission.
This web site contains information about the division and
its mission to support the High Flux Isotope Reactor (HFIR) for the Department of Energy (DOE).
The RRD is
organized into nine groups (organization chart):
HFIR Plant Manager, Operations Analysis, HFIR Operations, HFIR Maintenance, ESH&Q, Nuclear Safety, Systems Engineering,
Business Management Services, and Experimenter and Fabrication Interface.
The division is supported by the following organizations: Quality Services Organization, Facilities and Operations,
Radiological Support Services, and Health and Safety Services. The information provided below details the roles,

Below are descriptions of the roles, responsibilities, and accountabilities of each group manager within the RRD.

Conduct the Plan-of-the-Day, plan and schedule outages, and maintain a computerized maintenance management system.
|
|

|
Implement preventive and predictive maintenance programs. Schedule and track completion of activities to support
the In-Service Inspection program.
|
|
-
|
Manage the corrective maintenance backlog to ensure that equipment is available to meet predictability and availability goals.
|
|
-
|
Schedule and track the completion of Technical Safety Requirement related surveillances.
|
|
-
|
Establish a program to address the guidance of DOE Order O 433.1, "Maintenance Management
Program for DOE Nuclear Facilities."
|
|
-
|
Ensure that reactor maintenance issues are addressed, prioritized, and that work is being
performed safely.
|
|

|
Develop procedures that define the HFIR Work Control Program.
|
|

|
|

|
Operation and maintenance of the HFIR structures, systems, and components in accordance with the HFIR Safety Basis/Authorization Agreement.

Ensure that the HFIR operations are planned to support the neutron science mission.
Interface with RRD groups to ensure they are directly supporting the HFIR operations.

|
Shut down or restrict operations of the HFIR whenever judgment dictates. Manage facilities and resources.
Review and implement upgrade plans for the HFIR.

|
Reactor communications and single point of contact for DOE HFIR facility representative regarding the HFIR plant.
|
|

|
Develop and implement a plan to complete construction and commission of the Cold Source plant.
|
|

|

|
Point-of-contact for Neutron Scattering support and technical support to the users of the HFIR facilities.
|
|

|
Project management for the design, fabrication, installation, removal, and shipment of materials irradiation experiments, isotopes
irradiated in the reactor, and neutron activation analyses.
|

|
Manage the safety analysis activities needed to support experiments in the reactor.
|
|
-
|
Develop experiment facility improvements which will attract new business for the HFIR.
|
|

|
Provide project management, oversight, and surveillance for the fabrication of reactor fuel, control plates, and components internal
to the reactor vessel. Manage reactor physics initiatives for the HFIR.

Provide management of procurement activities and ensure a process for dedicating commercial grade products for safety related use.
|
|

|

|
Assess existing division wide programs, policies, and processes. Direct the development and implementation of improvement initiatives.
|

Manage the RRD Procedure and RRD Standards Based Management programs.
|
|

|
Provide RRD input to the ORNL PEP and the Neutron Sciences Directorate Business Plan.
|
|

|
Develop and maintain the RRD Performance Management Plan and the RRD 3-Year Integrated Work Plan.

Assist the division director in seeking and building relationships with the public, other ORNL organizations,
and other peer industries.
|

Participate in critiques to determine causes and corrective actions for events.
|
|

|
|

|
Act as the HFIR configuration control manager and design authority.
Establish, maintain, and implement processes to maintain up-to-date design basis documents, specifications,
and drawings for facilities under configuration control. Perform plant analysis to ensure the HFIR's
structures, systems, and components are reliable and available.

|

|
Provide technical guidance and engineering services to support the HFIR operations, experiment programs, fire protection,
and dedication of commercial grade products for safety related use.
|
|

|
Provide drafting services in support of the HFIR Configuration Control Program and other nuclear user facilities.
|
|
-
|
Manage the HFIR In-Service Inspection Program and implement a HFIR Material Condition and Aging Management Program.
|
|

|
|
-
|
Assure technical compliance with orders and rules affecting personnel safety, environmental protection, and quality.
Assure compliance with the Price-Anderson Amendments Act.
|
|
-
|
Implement a program to assure that the RRD complies with applicable orders, standards, requirements, policies, and procedures.
Implement an overall Quality Control/Assurance Program consistent with ORNL requirements and the RRD's objectives.
|
|

|
Provide support for the RRD organizational critical outcomes and self-assessment goals. Develop and maintain a process
structure for evaluation and feedback of such information.
|
|

|
Implementation of the division's Performance Indicator Program, administer the division's issues management process, and assist
in the occurrence reporting process.
|
|

|
Assure that the RRD's transportation activities are properly coordinated.
|
|

|
|

|
Ensure that the HFIR operations are performed in accordance with all applicable laws, orders, codes, and standards.
|
|
-
|
Ensure that the HFIR is operated within the defined authorization basis and that operating procedures are adequate to
support the HFIR operations.
|
|

|
Institute a culture of rigorous procedural compliance among the HFIR operating staff.
|
|
-
|
Work with the RRD training staff to ensure that HFIR personnel are properly trained.
|
|
-
|
Review and approve changes to the HFIR facility design, specifications, drawings, and experiments.
|
|
-
|
Provide timely reports to the DOE and line management personnel pertaining to the HFIR operations and occurrences.
|
|
-
|
Ensure that all radioactive and hazardous waste, generated as a result of the HFIR operations, is disposed of in accordance
with applicable ORNL procedures.
|
|

|

|
Prepare and maintain documents that are referenced by the HFIR Authorization Agreement and the HFIR safety basis documents.
|
|
-
|
Assure technical compliance with 10CFR830 Subparts A and B, affecting reactor safety, through implementation of the ORNL
Standards Based Management System and RRD procedures.
|
|

|
Implement a nuclear criticality safety program. Assist other
RRD groups with the resources necessary to comply with nuclear safety requirements.
|
|

|
Manage the HFIR Vessel Life Extension Program and ensure continued safe operation.
|
|
-
|
Provide technical analyses and Unreviewed Safety Question Determination (USQD) support to other RRD groups.
Act as the nuclear facility manager for approval of USQD's and RRD calculations.
|
|

|
Develop and maintain capability for reactor analysis and design, keeping current with developments in research
reactor safety analysis efforts.
|
|

|
|

|
Budget planning, preparation, and management for the division. Support for the Experimenter and Fabrication Interface
Group in preparing estimates for customers. Administration of the Integrated Work Plan.

|

|
Prepare, update, and submit Activity Data Sheets. Manage subcontracts, property, and computer purchases.
|
|

|
Coordination of services supporting the RRD's web sites, servers, cyber security, licensing, network,
and internally developed software applications.
|

Responsible for the Occurrence Reporting Program, tracking, processing, and interfacing with the DOE site office.
|
|

|
Manage the RRD Training Program to ensure that personnel are trained, examined, and certified in accordance with their job assignment.

Manage the RRD Document Control Center to ensure that records are maintained in compliance with established criteria.

Responsible for coordination and conduct of emergency drills, preparedness, and security planning.
